''No theme, no attitude, just BAR'' is the mantra of this no-frills meat market, dance club and bar. Uptown's BAR offers all the late-night party basics and none of the frou-frou -- you won't find exotic martinis, single-malt scotches or fancy imported light fixtures. You will, however, find beer, booze, rap, Top 40 and inebriated, thong-clad young blondes doing exhibitionistic dances on the bar-top. BAR's weekly events (Ladies' Night, College Night and ''Charlotte's Hottest Dance Party'' on Saturdays) are some of the city's most popular, spawning lines around the block. If you want a night of crowded, beery, sexy, uninhibited, under-25 fun, just don your halter top or slick on hair gel, and head for BAR.
