Petula Clark contends that ''you can forget all your troubles, forget all your cares... so go downtown.'' Unfortunately for Kansas Citians, downtown is the cause of so much trouble, the result of so little care. But one downtown nightclub is doing its part -- six rhythmic hours a week -- to bring nightlife back to the city center. VI Ultra Club, a reincarnation of Club Chemical, opens every Saturday night and closes early Sunday morning. But in between, club-goers 25 and over can dance, sit, stand, crouch or pose however they like to varying degrees of R&B. The Sapphire Lounge offers a creative martini menu and a place to escape the bustle of the dance floor. Upstairs offers additional seating and a revealing view of the action. Though the club is engineered for the bump and/or grind, the club also accommodates the more passive clubber with a late-night breakfast menu and plenty of voyeuristic seating. Take Petula's advice, head downtown and ''you may find somebody kind to help and understand you.'' Or at least someone with whom to dance.
