You might notice the flags before you see the flowers. American flags, Italian flags, flags of all nations, are flapping in the breeze outside New Leaf, which is in a corner building at 10th and Wharton streets in South Philadelphia, a block from where the Pat's vs. Gino's cheesesteak war rages. But the flowers are there too, thousands of them, and New Leaf will send the bouquet you order ''anywhere in the world.'' The store is crammed with all sorts of gifts, including scented candles, and ''angel'' dolls in several styles, with each style supposedly representing a different virtue. Then there are the gift and gourmet baskets and cookie trays. But the main attraction is flowers for all occasions. You can choose from the commonplace to the exotic -- green orchids, lavender tulips, etc. -- and use your charge card to be as extravagant as you like.
