This posh outpost atop Big Pink features an aerial view of Portland, the West Hills and several mountain peaks. The decor is almost somber, with a rustic Pacific Northwest theme featuring slate and wood beams. But this doesn't discourage the buzzing bar scene, which competes with the hottest spots in the city below. From the looks of things during happy hour, City Grill's definitely more popular than the former occupant, Atwater's. The huge dinner menu is loosely Asian-focused, with steak, fish, seafood and sushi options. Top picks include cedar plank-roasted sturgeon, ginger-glazed lamb chops, rib eye steak and New York strip steak. Dinner for two runs about $100 including wine, dessert and tip, but the restaurant appeals to a broader spectrum of folks by offering small plates and cheaper drinks in the bar. You'll typically find 20 mini-entrees and starters under $5 during happy hours from 4:30-6:30PM nightly and 10PM-midnight Monday-Thursday. The wine list is expansive and expensive.
